GAO discussed the practice of hiring permanent employees to replace striking workers. GAO found that: (1) the number of strikes in the United States the from 1980 through 1989 was about half what it was from 1970 through 1979; (2) employers announced that they would hire permanent strike replacements in about one-fourth of the strikes reported; (3) permanent replacements were hired less often in the past.
