GAO discussed its position on the proposed Government Performance and Results Act of 1993. GAO noted that: (1) the act would require agencies to develop strategic plans and goals and provide the basis for clarifying performance measurement; (2) although some agencies have made progress in articulating their missions, measuring results, and focusing on customers, they need to expand management improvement efforts to improve the delivery of services to the public; and (3) H.R. 826 could serve as the foundation for a broad range of efforts to improve federal management.
