GAO discussed the National Bank and Thrift Examiners' conference, focusing on an interagency policy statement regarding commercial real estate loan classification and review. GAO noted that: (1) the policy statement is not consistent with the objectives of recently passed bank reform legislation; (2) the conference urged bank examiners to utilize a broader view of the prospects for commercial real estate loan repayment when analyzing loans and institution performance, but it did not clarify what it meant by a broader view; (3) the proposed enhanced appeals process may prevent examiners from conducting thorough evaluations because of the possibility of appeal from the affected institution; and (4) examiners need to better justify, document, and communicate their findings to bank and thrift management and boards to dispel perceptions and misconceptions regarding their analysis.
