Pursuant to a congressional request, GAO provided information on contracts and grants awarded by the Environmental Protection Agency (EPA) to ensure that states implement adequate motor vehicle inspection and maintenance (I/M) programs. GAO noted that, between November 5, 1992, and September 30, 1995: (1) EPA awarded a total of 42 contract work assignments and grants valued at $9.2 million related to I/M programs; (2) 30 work assignments and grants, valued at a total of $6.9 million, involved testing, research and development, and equipment purchases; (3) 10 work assignments and grants, valued at a total of $2.1 million, involved training, technical, and policy assistance to EPA and state and local agencies; and (4) two grants valued at $152,000 involved providing education and media outreach on the benefits of the enhanced I/M programs.
