Pursuant to a congressional request, GAO examined: (1) the amount of Abandoned Mine Land (AML) funds the Office of Surface Mining Reclamation and Enforcement (OSMRE) and the Soil Conservation Service (SCS) expended for administrative costs for fiscal years (FY) 1985 through 1990; and (2) whether OSMRE and SCS funded reclamation projects in accordance with the priorities set forth in the Surface Mining Control and Reclamation Act of 1977 (SMCRA).
