Planned Relocation of NOAA Research Facilities Center From Miami to Cocoa Beach, FL

In response to a congressional request, GAO reviewed the planned relocation of the National Oceanic and Atmospheric Administration (NOAA) Research Facilities Center from Miami International Airport to Patrick Air Force Base (AFB), Cocoa Beach, Florida.

GAO found that the NOAA justification for the planned relocation is inadequate. Errors were made in computing relocation costs, and documentation to support operational cost differences and estimated savings at Patrick AFB over the Miami location was insufficient. Further, limited attention was given to developing location options in the Miami area. A congressional subcommittee disapproved the NOAA request to reprogram funds for relocation. In addition, the Department of Commerce agreed that the NOAA justification was inadequate and does not plan to reconsider the issue. GAO suggests that, to explore Miami area location possibilities, NOAA consider requesting bids for facilities or aircraft maintenance at the Miami International Airport.
