Summary

GAO presented a guide to its evaluators with information on the use of questionnaires in their evaluations, focusing on the rationales for determining when questionnaires should be used to accomplish assignment objectives, and planning and designing questionnaires for population surveys. The guide will also help evaluators to use questionnaires more effectively, design appropriate questions, develop testing tasks, communicate questionnaire requirements to statistical analysis experts, and ensure the quality of final questionnaire and data results.
