GAO presented material for consideration in preparation of the House Merchant Marine and Fisheries Committee's views and estimates report on the President's fiscal year budget proposals.

GAO found that, in administration efforts to restrain Federal spending and emphasize program reforms, budget appropriations accounts and budget functions under the Committee's jurisdiction will increase budget authority by $23 million and decrease budget outlays by $27 million. Outlays for transportation programs will increase, primarily due to the maintenance and upgrading of interstate and major highways. GAO also noted those programs which will require reauthorization for fiscal year 1983 or later.
