Although population is used as a factor in a wide variety of programs and with broad connotations of the term, a small percentage of program-authorizing legislation stipulates requirements for reports to the Congress. Reporting requirements are provided for the following types of programs: population planning, census, and grants-in-aid. Several examples are included of reporting requirements in which population is used as a factor for the allocation of resources.
