GAO presented a transcript of a videotaped interview with Donald J. Horan, Eugene L. Pahl, and Allen R. Voss, who served with the Office of Policy during the period between 1963 and 1986, as part of its program to record key government official's observations and impressions and ensure that the bases for policy decisions and other important events are systematically recorded for posterity.
