GAO presented a transcript of an interview with Gregory J. Ahart, Henry Eschwege, and Victor L. Lowe, three former GAO officials who held key management positions in the Civil Division, as part of its program to record key government officials' observations and impressions and ensure that the bases for policy decisions and other important events are systematically recorded for posterity.
