Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on installment payment financing for personal communications services licensees. GAO noted that: (1) the rule would set forth procedures that will govern reauctions of C block spectrum surrendered to FCC as well as any other C block spectrum available for reauction; and (2) FCC complied with applicable requirements in promulgating the rule.
