Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on facilitating the development and use of a universal licensing system in the wireless telecommunications services. GAO noted that: (1) the rule would enable FCC to consolidate, revise, and streamline license application procedures for radio services licensed by the Wireless Telecommunications Bureau; (2) these rule changes enable the FCC to fully implement the Universal Licensing System, a new automated licensing system and integrated database for wireless services; (3) in the rule, the FCC also adopts new consolidated application forms, which enable all wireless licensees and applicants to file applications electronically, and establishes procedures to ensure a smooth transition to the new licensing process; and (4) FCC complied with applicable requirements in promulgating the rule.
