Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on unlicensed National Information Infrastructure (U-NII) devices in the 5 GHz frequency range. GAO noted that: (1) the final rule responds to petitions for reconsideration of a prior rule issued by the FCC concerning the 5 GHz spectrum involving U-NII devices; (2) the rule would permit the devices to operate with one-watt maximum transmitter output power and directional antennas of up to 23 dBi gain; (3) also, the rule would amend the prior rule to specify transmit power limits in the form of a logarithmic equation as a function of channel bandwidth for all U-NII devices in all U-NII bands and clarify the rule regarding unwanted emissions and specify these limits in terms of absolute radiated power levels; and (4) FCC complied with applicable requirements in promulgating the rule.
