Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on vehicle monitoring systems. GAO noted that: (1) the new rule would adopt FCC's competitive bidding rules for the auction of multilateration Location and Monitoring Service licenses; (2) the rule would also define small business entities in two ways, for example, an entity is a small business if it had average annual gross revenues for the preceeding 3 years not in excess of $15 million, or a very small business if its annual gross revenues for the preceeding 3 years were not in excess of $3 million; (3) non-cumulative bidding credits of 25 percent are provided for small business bidders and 35 percent for very small business bidders; and (4) FCC complied with applicable requirements in promulgating the rule.
