Pursuant to a legislative requirement, GAO reviewed the Small Business Administration's (SBA) new rule on its HUBZone Empowerment Contracting Program. GAO noted that: (1) the rule would implement the HUBZone Empowerment Contracting Program created by the HUBZone Act of 1997; (2) the rule would set forth the program requirements for qualification as a HUBZone small business concern (SBC), the federal contracting assistance available to qualified HUBZone SBCs, and other aspects of the program; and (3) SBA complied with applicable requirements in promulgating the rule.
