Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on competitive bidding procedures. GAO noted that the: (1) rule would adopt uniform competitive bidding rules for all future auctions, simplifying and streamlining FCC regulations in order to increase the overall efficiency of the competitive bidding process; (2) rule and the procedures therin are applicable to FCC's spectrum auction program; and (3) FCC complied with applicable requirements in promulgating the rule.
