Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on the Ka-Band satellite application and licensing procedure. GAO noted that the: (1) rule adopts licensing qualification requirements and service rules for a new generation of fixed service systems in the Ka-Band; (2) system can provide a wide variety of broadband interactive digital services; (3) system can provide direct-to-home services; and (4) FCC complied with the applicable requirements in promulgating the rule.
