Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on non-voice, non-geosynchronous mobile satellite service. GAO noted that: (1) the rule would specify a spectrum sharing plan and service rules for applicants in the non-voice, non-geosynchronous mobile satellite service second processing round; and (2) FCC complied with applicable requirements in promulgating the rule.
