Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on the assessment and collection of regulatory fees for fiscal year 1997. GAO noted that: (1) the rule would revise FCC's Schedule of Regulatory Fees in order to recover the costs specified by Congress for its enforcement, policy and rulemaking, international activities, and user information services; (2) the rule would also amend the fee schedule so as to assess fees upon licensees or regulatees of services not previously subject to payment of fees, to simplify and streamline the fee schedule, and to clarify or revise certain payment procedures as provided for in the Communications Act of 1934; and (3) FCC complied with applicable requirements in promulgating the rule.
