Pursuant to a legislative requirement, GAO reviewed the Department of Agriculture's (USDA) new rule on the certification provisions of the Childhood Hunger Relief Act. GAO found that: (1) the rule would change a number of certification provisions regarding household definition, the eligibility of certain children, certain General Assistance vendor payment exclusions, student earnings exclusions, the dependent care deduction and reimbursement, and proration of benefits; and (2) USDA complied with applicable requirements in promulgating the rule.
