Pursuant to a legislative requirement, GAO reviewed seven proposed deferrals of budget authority contained in the President's first special impoundment message for fiscal year 1997.

GAO found that the proposed deferrals were in accordance with the Impoundment Control Act. GAO also provided specific information on the deferrals' effect on funds appropriated to the President, the Department of State, and the Social Security Administration.
