Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on redesignating and reallocating certain frequency bands and establishing rules and policies for certain service providers. GAO found that: (1) the rule would allow the development of the 28 GHz band for the use of various wireless systems and permit the licensing of local multipoint distribution service providers, fixed satellite service systems, and feeder links for certain mobile satellite service systems; and (2) FCC complied with applicable requirements in promulgating the rule.
