Pursuant to a legislative requirement, GAO assessed the Federal Communications Commission's (FCC) new rule regarding the provision of roaming services by commercial mobile radio services providers. GAO found that: (1) the rule would require cellular, broadband personal communications services and certain specialized mobile radio licensees to provide manual roaming services upon request to subscribers who are technically capable of assessing the licensee's system; and (2) FCC complied with all applicable requirements in promulgating the rule.
