Pursuant to a legislative requirement, GAO assessed the Federal Communications Commission's (FCC) new rule on children's television programming policies for television broadcast stations. GAO found that: (1) the rule would strengthen FCC enforcement of the Children's Television Act and provide a safe harbor processing guideline for processing the CTA portion of broadcasters' license renewal applications; (2) the rule adopts a definition of programming specifically designed to educate and inform children; (3) the rule requires broadcasters to provide better information to the public about their core programming; and (4) FCC complied with the applicable requirements for promulgating the rule.
