GAO reviewed the revised deferral of budget authority in the President's seventh special impoundment message for fiscal year 1996.

GAO found that the revised deferral was in accordance with the Impoundment Control Act. GAO also provided specific information on the revised deferral of funds appropriated to the President for international security assistance, which shows that the deferral was decreased by about $33 million.
