Pursuant to a legislative requirement, GAO reviewed the proposed budget authority rescissions contained in the President's sixth special impoundment message for fiscal year 1996.

GAO found that the 10 proposed budget authority rescissions, which affect the Department of Defense, were in accordance with the Impoundment Control Act and totalled $400.4 million. GAO also provided specific information on six proposed rescissions reported in the message.
