GAO reviewed 16 proposed rescissions of budget authority included in the President's third special impoundment message for fiscal year 1995.

GAO found that the 16 proposed rescissions are in accordance with the Impoundment Control Act. GAO also provided specific information on seven rescissions that should be useful to Congress in its examination of the message.
