GAO reviewed the proposed rescissions of budget authority included in the President's second special impoundment message for fiscal year 1994.

GAO found that: (1) Congress passed an emergency supplemental and rescission bill approving most of the rescissions proposed in the President's message; and (2) all of the budget authority withheld pursuant to the proposals was released for obligation on March 1, 1994.
