GAO reviewed the proposed rescission of budget authority included in the President's fifth special message for fiscal year (FY) 1993.

GAO found that the Office of Management and Budget did not withhold from obligation the budget authority proposed for rescission in the fifth special message. The funds proposed for rescission are available for obligation, since Congress has not passed the rescission bill.
