GAO reviewed the President's fourth special impoundment message for fiscal year 1992.
GAO found that the President's 30 proposed rescissions of budget authority were in accordance with the Impoundment Control Act of 1974. GAO provided: (1) specific information on nine of the rescissions which would be useful to Congress in examining the message; and (2) a list of the proposed rescissions as reported by the President.
