GAO reviewed the status of budget authority that was proposed for rescission in the President's fifth special impoundment message for fiscal year 1991.

GAO found that as of September 28, 1991 the Office of Management and Budget made available for obligation all funds that the President had proposed for rescission, since Congress failed to complete action on a rescission bill.
