GAO reviewed the deferrals of budget authority reported in the President's third special impoundment message for fiscal year 1990.

GAO found that the: (1) administration did intend to withhold the funds reported as deferred in the President's third special message; and (2) amount reported as deferred was available for obligation. GAO is in the process of gathering information on the remaining deferral.
