GAO provided information on the status of budget authority the President proposed for rescission in his third special impoundment message for fiscal year 1989.

GAO found that the Office of Management and Budget: (1) did not withhold one $20,000,000 rescission proposal from obligation; (2) withheld the five remaining rescission proposals; and (3) released the withheld funds for obligation to the agencies to which they were appropriated, since Congress did not pass a rescission bill within the statutory time period.
