GAO reported on the President's fourth special message for fiscal year 1986.

GAO found that: (1) the proposed budget deferral of the Farmers Home Administration (FmHA) was disapproved; and (2) the $700 million deferred would be released for obligation. GAO stated that it would monitor FmHA to ensure release of the funds.
