GAO reported on the status of the budget authority that was proposed for rescission in the President's sixth special message for fiscal year 1985.
The President proposed 16 new rescissions of budget authority totalling $1,047,089,569 and 9 revised rescissions totalling $386,829,000. The Impoundment Control Act requires that funds proposed for rescission be made available for obligation unless Congress completes action on a rescission bill within the 45-day period of continuous congressional session following the day such proposal is received. For the rescission proposals, the 45-day period ended, and Congress had not passed such a bill. GAO confirmed that the funds proposed for rescission were made available for obligation to the agencies to which they were appropriated.
