President's First Special Message for FY 1983

Pursuant to the Impoundment Control Act of 1974, the President's first special message for fiscal year 1983 was transmitted to Congress on October 1, 1982.

This special message proposed 20 deferrals totaling $598,780,000. GAO commented that some of the funds currently on deposit with the Department of Agriculture for Forest Service timber salvage sales may be in excess of what is needed, in view of the fact that deferrals have been proposed since 1978 and total budgetary resources available have also increased. GAO has previously recommended that the Forest Service increase its efforts to reduce the backlog of brush disposal work and make full use of the funds available to it, rather than deferring the funds. Except for these items, GAO had no additional information that would be useful to Congress in its consideration of the the President's proposals and believed that the proposed deferrals were in accordance with existing authority.
