The President's Seventh Special Message for FY 1983

On April 21, 1983, the President's seventh special message for fiscal year 1983 was transmitted to Congress pursuant to the Impoundment Control Act of 1974. The special message proposed four new deferrals totaling $31,441,000 and a revision to a previously reported deferral which increased the amount deferred by $6 million.
