GAO reviewed the President's third special message for fiscal year 1981.

The special message proposed 33 rescissions of budget authority totaling $1,142.4 million, 15 new deferrals totaling $1,429.9 million, and revisions to three previously reported deferrals totaling $4.4 million. Except as noted, no additional information was identified that would be useful to Congress in its consideration of the President's proposals. GAO believed that the proposed deferrals were in accordance with existing authority.
