In the President's ninth special message for fiscal year 1980, he proposed the rescission of $12.4 million in the budget authority that had been made available to the Department of Justice's Office of Justice Assistance, Research, and Statistics for law enforcement assistance. The 45-day period for the rescission proposal ended without Congress having passed such a bill. The balance of the budget authority proposed for rescission was apportioned to the agency, and the funds were allotted to the program.
