The President's tenth special message for fiscal year 1980 proposed two new deferrals of budget authority and a revision of one previously transmitted. Congress had disapproved the deferral of mass transit funding and the funds had been allotted to the program and apportioned to the agency. GAO has reviewed the message and believes that the proposed deferrals are in accordance with existing authority.
