GAO confirmed that on July 3, 1980, the proposed rescissioned budget authority was apportioned to the National Alcohol Fuels Commission. The President's eighth special message for fiscal year 1980, had requested a rescission of $9,000 in budget authority that had been made available to the National Alcohol Fuels Commission for salaries and expenses. Congress, however, failed to pass the required rescission bill in the 45-day period of continuous congressional session following its receipt of the proposal for rescission. Thus, the budget authority was apportioned, and the funds were alloted to the program.
