President's Twelfth Special Message for Fiscal Year 1979 Pursuant to the Impoundment Control Act

GAO reviewed the facts and circumstances surrounding the proposed deferrals in the President's twelfth special message for fiscal year 1979, and concluded that the information in the special message was clearly and accurately stated. Of the three new deferrals proposed, one for $22.5 million has since been terminated. A portion of the funds was obligated to fully meet the requests of all 26 States that applied for grants; the remainder lapsed with the end of the fiscal year.
