The Impoundment Control Act requires that funds proposed for rescission be made available for obligation unless the Congress completes action on a rescission bill within a 45-day period. In his eighth special message for fiscal year 1978, the President proposed the rescission of $30,000,000 in budget authority that had been made available for drought and flood assistance activities within the Department of Agriculture's agricultural conservation program. The Congress did not pass a rescission bill within the 45-day period for this rescission proposal. The budget authority has been apportioned to the Department, and funds have been made available for obligation.
