The President's 16th and 17th special messages for fiscal year 1977 were transmitted to Congress pursuant to the Impoundment Control Act of 1974.

The 16th special message proposed a deferral of $11 million in budget authority that had been provided to the Department of Commerce, Economic Development Administration, for local public works program activities and a revision to a previously transmitted deferral. The 17th special message proposed a rescission involving Department of Defense procurement funds of $105 million concerning the Minuteman III Intercontinental Ballistic Missile. With respect to the rescission proposal, the 45-day period of continuous session during which the funds may be withheld pending congressional action will expire on October 20, 1977.
