The President's 10th special message for fiscal year 1977 reported two new impoundments of Energy Research and Development Administration funds totalling $127.2 million for operating expenses and plant and capital equipment, and a revision to a previously transmitted Commerce Department deferral for Maritime Administration ship construction.

GAO concluded that the information provided in the deferral proposals and the supplementary report was correct and that the proposed actions had been clearly and accurately stated.
