GAO provided information on current information management and technology issues.

GAO found that agencies need to: (1) conduct complete and effective strategic planning for computers and telecommunications; (2) establish good management practices to control systems development projects through initiation, development, and operation; (3) develop and implement systems with appropriate security controls; (4) improve mechanisms to detect, assess, and report security breaches; and (5) hire and retain qualified technical personnel.
