U.S. Export-Import Bank's Financing of Dual-Use Exports

Pursuant to a legislative requirement, GAO reviewed the end uses of dual-use exports financed by the Export-Import Bank (Eximbank), focusing on: (1) the end uses of items financed during fiscal year (FY) 1996; and (2) the commitments made in FY 1997 and FY 1998.
GAO noted that: (1) of the two dual-use exports approved for financing assistance by the Eximbank during FY 1996, only a component of one of these exports--an air traffic control radar system for Romania--has been delivered; (2) it is not yet in place for its intended use; (3) the other item approved for financing--helicopters for Indonesia--has not actually been delivered; (4) during FY 1997, the Eximbank authorized financing for seven dual-use transactions, and during FY 1998 to date it authorized one such transaction; and (5) none of the dual-use items approved for financing during 1997-98 are currently in use.
