Pursuant to a congressional request, GAO examined how Japan, France, Germany and the United Kingdom monitor foreign direct investment in industries related to national security, focusing on: (1) the legal framework governing foreign direct investments in national security concerns; (2) barriers to and incentives for U.S. companies' investment in these countries' industries related to national security; and (3) U.S. companies' business activities in response to these barriers or incentives.
