GAO reviewed the Department of Defense's (DOD) Diminishing Manufacturing Source and Material Shortages (DMSMS) program, focusing on DOD: (1) progress toward implementing the program; and (2) efforts to resolve DMSMS situations.

GAO found that: (1) DOD has not collected departmentwide data on DMSMS situations and resolutions because the services do not have monitoring systems that provide quantitative information on the magnitude of the DMSMS problem; (2) the services' and the Defense Logistics Agency's responses to DMSMS situations have been primarily reactive; (3) the Air Force is studying its DMSMS problems before it commits itself to a DMSMS program; (4) although the Navy and the Army have begun development of predictive analysis systems, they do not have servicewide approaches for all affected parts and have not evaluated the cost-effectiveness of DMSMS corrective actions; (5) the services pay for private contractors to conduct predictive analyses, which limits their use; and (6) DOD does not know which approach is the preferred course of action for dealing with DMSMS problems.

Recommendations for Executive Action

  1. Status: Closed - Not Implemented

    Comments: DOD and the services have determined that it is not cost-effective to determine what indicators should be used to measure the magnitude of the problem.

    Recommendation: Before DOD makes any decisions concerning the future scope of the DMSMS program or the need for additional program funds, the Secretary of Defense should ensure that, at a minimum, DOD has quantitative data on the extent of the DMSMS problem.

  2. Status: Closed - Not Implemented

    Comments: DOD instructed the services in February 1996 to collect data and provide it to GIDEP for determining the cost-effectiveness of proposed corrective actions.

    Recommendation: Before DOD makes any decisions concerning the future scope of the DMSMS program or the need for additional program funds, the Secretary of Defense should ensure that, at a minimum, DOD has information to determine the effectiveness of ongoing and planned actions for minimizing the impact of DMSMS.

  3. Status: Closed - Implemented

    Comments: DOD is tracking the costs of predictive versus reactive approaches for solving DMSMS problems.

    Recommendation: Before DOD makes any decisions concerning the future scope of the DMSMS program or the need for additional program funds, the Secretary of Defense should ensure that, at a minimum, DOD has supporting analyses for the cost-effectiveness of DMSMS predictive analyses versus other alternatives for dealing with DMSMS problems.
